Capital Grants and Loans Program


To begin using this new system, all grants (including those already being administered) must be activated in the grant management system. Once the grant is activated and the grantee (“the submitter”) has accepted ownership of the grant submission, grant-related requests, including grant intake, contract eligibility, and payment requests, can be processed.


DGS has streamlined all communications through the grant management system. Grant-related requests, including grant intake forms, requests, and general inquiries (general questions), must now be submitted through Submittable. This enables the DGS Capital Grants and Loans Program to better track and respond to your inquiries and requests in a timely manner. Please note that grant-related requests submitted by email will not be effectuated to ensure the efficient processing of inquiries and requests through the consolidated grant management system.

Capital grants and loans authorized as Maryland Consolidated Capital Bond Loans (MCCBL) by the State of Maryland through the Maryland General Assembly and Office of the Governor must be activated by the grantee (Submitter) to submit grant intake forms or requests to the Maryland Department of General Services (DGS). 

The submitter must verify the grant(s) and contact information to activate the grant. Upon review, the grants will be activated and transferred to the submitter. The submitter will receive an email and must accept ownership of the grant submission in Submittable. Upon acceptance, the grant submission will be available in the grantee portal, where forms and requests can be submitted. All requests and submissions will be submitted through the grantee self-service portal.

Submit one activation request per grant.
This form should only be completed by the submitter.
